You need to appoint someone to be the moderator. Moderator is usually selected by the members to assume the duty of managing forums.  
1. Select "Add" or "Remove" at moderator column. 
 

2. Select a moderator. 
 

3. The moderator can just sign in at front office, then he can start managing the forum.
